Article 16 grants the UNGA limited power over the trusteeship system.

The trusteeship system shall not apply to territories which have become Members of the United Nations, only among those of sovereign equality.

As a result of this conference, the League of Nations was formally superseded by the United Nations ( UN ) and former League mandates by a trusteeship system.

In order to implement the provisions on the trusteeship system, the General Assembly passed resolution 64 on Dec . 14, 1946, which provided for the establishing of the United Nations Trusteeship Council.

But abolishing either the council or its parent, the International Trusteeship System, would require amending the U . N . Charter with the approval of two-thirds of the 184 U . N . members.

The Act formally approved the placing of New Guinea under the international trusteeship system and confirmed the administrative union of New Guinea and Papua under the title of The Territory of Papua and New Guinea.

The Trusteeship Council was not assigned responsibility for colonial territories outside the trusteeship system, although the Charter did establish the principle that member states were to administer such territories in conformity with the best interests of their inhabitants.

The administration of the Territory continued to be carried out under the terms of the mandate until its transfer to the Trusteeship System under the Charter of the United Nations by the Trusteeship Agreement of 13 December 1946.
